должен ‘owe’, in the debt reading, is the short form in predicative use. It is not a finite verb on that line. Ozhegov’s headword is ДОЛЖЕН, жна, жно, в знач. сказ. Sense 3 is кому, “Взял взаймы, обязан вернуть долг,” and the line is Д. мне сто рублей. Ushakov’s headword is должен, должна, должно, в знач. сказуемого. Sense 1 is кому-чему, “обязан уплатить что-нибудь кому-нибудь,” and the line is Я вам должен три рубля. Kuznetsov’s headword is ДОЛЖЕН -жна, -жно; нареч., в функц. сказ. Sense 2 is (кому), “Обязан уплатить долг,” and the lines are Сосед д. за квартиру and Д. мне сто рублей. Efremova files that debt reading as прил., “Имеющий долг, обязанный вернуть долг кому-либо,” and files the infinitive readings as предик.
The short forms the paradigm prints are four. Russian Wiktionary’s table is до́лжен, должно́, должна́, должны́. Ozhegov and Kuznetsov print the feminine and the neuter in the headword, жна and жно, and do not print the plural there. Ushakov’s headword is the three singular forms. The plural должны is in the modal line, Ushakov Служащие должны во время являться на работу, and the same plural is Russian Wiktionary’s Служащие должны вовремя являться на работу. The debt examples are masculine: Д. мне сто рублей, Я вам должен три рубля, Сосед д. за квартиру, English Wiktionary Он должен мне пять тысяч рублей. Kuznetsov’s feminine Хозяйка должна приготовить завтрак and the neuter Должно произойти что-то важное and Chekhov Всё на земле должно измениться are the infinitive rows. A feminine debt line, Она должна мне сто рублей, puts that должна on Ozhegov’s мне сто рублей. It is constructed. A plural debt line, Они должны мне сто рублей, puts the modal plural on the same sum. The Creditor is the dative the government prints: Ozhegov кому, filled by мне; Ushakov кому-чему, filled by вам; Kuznetsov (кому), filled by мне; Russian Wiktionary кому-чему, filled by вам in Я вам должен три рубля and in Goncharov Илья Ильич вам должен десять тысяч по заёмному письму? English Wiktionary states the person in the dative and the thing owed in the accusative, and the line is Он должен мне пять тысяч рублей. по заёмному письму is по plus the dative of the document. The Creditor in that clause is вам. Russian Wiktionary’s definition also says должником кого-либо. That genitive belongs to the noun должник inside the definition. No debt example prints a genitive Creditor. It is not filed as a mark of должен.
The debt is one phrase. Ushakov’s definition names it with что-нибудь. Kuznetsov’s government of задолжать names the same slot with что. English Wiktionary calls the thing owed accusative. The noun heads that wear that accusative are Kuznetsov’s тысячу in З. тысячу рублей and Russian Wiktionary’s сумму in большую сумму денег. A numeral governs its own case inside the one phrase: сто рублей, три рубля, пять тысяч рублей, десять тысяч. рубля and рублей are the genitive the numeral prints. They are not a second argument. Ozhegov’s government line of sense 3 prints кому and does not print a separate abbreviation for the sum. The sum is the example.
Where this frame diverges from English owe. English prints a double object, the person bare beside the sum: owes me $5, I owe Janet $50. The same person can stand in to after the sum: She still owes £3 000 to her father. Russian должен is not that verb. The Debtor is nominative, and the short form agrees with it. The Creditor is dative. There is no bare Creditor and no to. A line with the person bare before the sum, Он должен Иван сто рублей, is unprinted. It is not filed as a frame. The modal is a further divergence, and it is a separate sense, below. English keeps modal ought off the debt places. Russian должен plus an infinitive is the obligation and the probability.
What the debt is for. Kuznetsov’s debt sense prints Сосед д. за квартиру. за plus accusative is that phrase. The clause has no spelled sum and no spelled Creditor. Ozhegov’s Д. мне сто рублей has the dative and the sum and no за. The two lines are not one citation. Он должен мне сто рублей за квартиру stacks them. It is constructed.
The Debtor is the nominative the short form agrees with, or the subject of задолжать. The Creditor, where a debt line prints one, is dative. The debt is the что-phrase, a noun in the accusative or a numeral phrase. за plus accusative, on должен, is what that debt is for in Kuznetsov’s apartment line. On задолжать the opened entries do not print за. The infinitive is the modal row. обязанный takes a dative and an instrumental, or an infinitive, and that instrumental is not the money что.

задолжать is a perfective verb, and the dictionaries label it that way. Ozhegov’s imperfective article is должать, аю, аешь; несов. (устар.), “Брать в долг, входить в долги,” Д. у знакомых, and the perfective is сов. задолжать, аю, аешь. Kuznetsov: св. (нсв. должать). что (кому) и без дополн. MAS: сов., перех. и без доп. (несов. должать). Ushakov: совер. к должать. Gramota: “Глагол, совершенный вид,” and the past forms задолжал, задолжала, задолжало, задолжали. Russian Wiktionary’s English gloss list prints “owe; run into debt,” and the sense line says также неперех. Ozhegov’s separate headword задолжаться is сов. (прост.). Наделать долгов. за + accusative is not on those задолжать lines. Kuznetsov prints it on должен: Сосед д. за квартиру. обязанный is a separate sense.
