Where this frame diverges from English pay the bill. English pay the bill keeps one accusative, the document, and brings the sum back as with or in. Russian оплатить / оплачивать match that document with a bare accusative: Ozhegov О. счёт, Kuznetsov О. квитанцию, and the guide’s оплатить проезд. Russian заплатить / платить put the paid-for item under за plus accusative (за квартиру, за проезд, за книжный шкаф) and put the sum in the object (100 рублей). The apartment is a за-phrase on that pair. It is the accusative on оплатить only when the article prints the thing there, as with проезд and счёт. English pay the bill does not split the document and the paid-for item across two lemmas, and it has no usage line that marks a preposition on one of them as an error.
