Where the German frame diverges from English pay (a bill). The English page keeps one accusative, the document, and brings the sum back as with or in. A person beside a sum is the sister page payGIVE. German bezahlen prints the document, the sum, the goods, and the person paid as fillings of one accusative. The same article prints a dative beside an accusative thing (mir die Übernachtung) and, on the sum, a dative or, labeled seltener, an + accusative (ihm/(seltener:) an ihn 50 Euro für die Bücher). für + accusative names the goods or the service. in and mit name the money or the instrument, which is the English with / in slot. The sharp cut is the person. bezahlen can make that person the accusative. zahlen prints the payee of the sum as an + accusative (an wen muss ich das Geld zahlen?). begleichen prints the bill or the debt and no person.
an is not one phrase. an wen, an ihn, and an die Verwaltung are accusative. The noun is the payee, and the object is the money. A second an is dative, and the noun is the thing still being paid off: DWDS sie zahlen immer noch an ihren Möbeln, Wiktionary Wir zahlen immer noch am Haus. am is an + dem. That dative is not the payee.
The sources do not give zahlen one government for a person. Duden sense 2b, labeled umgangssprachlich, prints die Putzfrau zahlen, an accusative person, and sense 2a prints das Taxi, die Reparatur zahlen, accusative goods. The Sprachratgeber says a goods object of zahlen is colloquial. English Wiktionary’s usage note says a payee as direct object is bezahlen, and prints Sie bezahlten die externe Firma. DWDS prints a dative beside the sum, (ihm) 20 Euro, and one corpus line with an accusative person, Kafka zahlte … den Chauffeur. This page records the three lines.
