The wagering sense is a sense of спорить, imperfective, perfective поспорить. Ozhegov’s sense 3 is government с кем and the gloss держать пари, with a что-clause in the example. The Большой толковый словарь prints the stake as Поспорим на сто рублей and, in a separate example, a что-clause. Dmitriev’s sense 4 is offering to make a wager, with Спорить на сто рублей and что-examples on their own lines. Wiktionary’s lemma line names the opponent as с + instrumental and the stake, labeled залог, as на + accusative. The verb is intransitive. The stake is not a bare object.
держать пари and биться об заклад are the gloss and the synonyms of that sense. They stay companions. ставить / поставить is a different verb on this page: the stake is a bare accusative, and на + accusative is the outcome bet on. A four-place line with two bare objects is not a frame of спорить.

на is not one head. On спорить / поспорить the same preposition holds the stake: Поспорим на сто рублей, Спорить на сто рублей, на тысячу рублей. On ставить it holds the outcome bet on: С. на пиковую даму, на бубнового валета, and Wiktionary’s на те числа. The stake of ставить is the bare accusative beside that на. Read the verb, then the marker.
Ozhegov, the Большой толковый словарь, and Dmitriev print the opponent, the на-stake, and the что-clause as government or as separate examples. The clause that stacks со мной, на тысячу рублей, and что is the Gramota search line. The abbreviation с. in Ozhegov’s Спорим (давай с.) and in Kuznetsov’s Давай с. is the verb спорить. It is not the preposition с. Ozhegov’s с кем is a separate government label.

The glosses are holding a wager, concluding one, putting money in, or offering it as the stake. The lines do not say the sum has already been paid out.
спорить is intransitive. The bettor is the nominative subject. The opponent is oblique, с plus instrumental: Ozhegov’s label с кем, Wiktionary’s противник (с + твор. п.), and со мной in the Gramota line. The stake is oblique, на plus accusative. After the numeral the unit stands in the genitive (рублей). That genitive is the counted noun inside the measure phrase. It is not a second object and not a genitive licensed by the verb. The proposition is a что-clause. Wiktionary also lists a topic о plus prepositional, the предмет спора. Ozhegov’s wager sense prints что, not that о-phrase. The о-phrase is the topic of an argument. It is not the proposition of the wager in the lines quoted here.
ставить is transitive. Kuznetsov’s government is что. Sense 5 is, in games of chance, to put money in, and the further gloss is to offer it as the stake in a dispute or a wager. десять рублей and свои деньги are that accusative. на пиковую даму, на бубнового валета, and на те числа are the outcome. против одного is the odds in десять рублей против одного. It is not a person and not с plus instrumental. Kuznetsov’s header names the perfective поставить. The card line and the odds line are printed as forms of ставить. Kuznetsov’s С. лошадь в конюшню is another sense, putting a horse into a stable. It is not this wager, and it is not на.
Where English bet and the Russian frames part. English bet puts the stake in a bare object and the opponent in a second bare object when the double object is used: She bet me £20 (that) I wouldn't do it. English on is the outcome: He bet $2 000 on the final score. спорить has neither bare object. Its на is the stake, so an English on copied onto that на lands in the money slot. The companion that matches bet £10 on the ace is ставить: bare accusative for the money, на plus accusative for the outcome, as in the card and in свои деньги на те числа. English bet on a horse uses that same on for the outcome. A horse under на with ставить is not in the Ozhegov, Kuznetsov, or Wiktionary lines opened here. The outcome those lines print is the card and the numbers. Bulgarian обзалагам се puts the stake in на, like спорить, and залагам can keep the stake as object and на for the side, like ставить. Polish stawiać is the sum, and obstawiać prints на for the side.
держать пари is Ozhegov’s gloss of the wager sense of спорить. The Большой толковый словарь under пари prints Держу пари, что он проиграет. The bettor is the subject and the proposition is что. No с and no sum are in that line. Wiktionary glosses the idiom as спорить на что-нибудь and prints no example, so на there is the definition, not a filled stake. биться об заклад, in the Gramota phrasebook, is спорить на что-либо, держать пари, and the first person is glossed as vouching. на что-либо is that definition. The lines read under the idiom do not fill a sum and do not print с plus instrumental. The Gramota article whose search line supplies the Petr clause names both idioms, marked imperfective, as synonyms of the colloquial subsense. Ushakov’s article for спорить does not print a wager sense. The frames above are not taken from it.
Ozhegov pairs спорить with perfective поспорить for sense 1 and for sense 3, the wager. Kuznetsov’s header for ставить is imperfective, perfective поставить. The Gramota synonym brackets mark держать пари and биться об заклад imperfective. These are the dictionaries’ aspect labels of the lemmas. They are not a claim about an endpoint.
The wager entries opened here do not print a passive that promotes the на-stake of спорить or the accusative stake of ставить.

English has two structural objects in the double object, and on for the outcome. спорить has none of those bare objects: с, на for the stake, что. ставить has one object when the stake is десять рублей or свои деньги, and на for the outcome.
Japanese -sase- is a derivational outer wrap on 賭ける. It is not a place of спорить.
