Index 2 lists satse (Vol. 7). It does not list vedde. Bokmålsordboka and Nynorskordboka gloss satse as putting in money or resources, investing. They print a stake object (en hundrelapp, alle pengene sine, all sin arbeidskraft) and på for an enterprise or an undertaking (på bedriften, på noe, på korndrift). They do not print an Opponent. Whether på is the Proposition of a wager, or the thing invested in, stays open. vedde is discussed below as a dictionary companion. It is not the headword of this page.
What is different from English bet Paul 5 BTC. On the Index 2 verb there is one object, the stake or the resources, and no second bare person. The person, when a wager verb prints one, is med on companion vedde, not a bare object of satse.

Bokmål gloss of satse: “sette inn penger eller ressurser; investere”. Nynorsk: “setje inn pengar eller ressursar”. Further Bokmål lines: satse en hundrelapp; satse all sin arbeidskraft på noe; satse på korndrift. Nynorskordboka also lists satsa beside satse. The gloss is invest. på korndrift is grain farming, not a proposition that it will rain.

The dictionaries gloss satse as putting resources in. They do not say the putting-in entails a win. Companion vedde is “gjøre veddemål”. The later taking of a stake is not printed as part of either verb’s frame.
On satse the one structural object is the money or the resources. på is oblique. An Opponent is not in those examples, so it is not given a case here. On vedde the person is med (oblique), the stake may be an object, and om noe is a second, vaguer stake cloth in the frame vedde med noen om noe. The object stake and om are not stacked in the 100 kr på at line. Ranking those two stake cloths on vedde stays open. på at is the proposition of the companion, not a second object.
On betale the dictionaries print an object that is the debt or the amount, and for+DP for what the money is paid for. They print no Recipient. satse likewise prints an object and på, and no person. The roots still differ: betale is payment; satse is glossed as investing. Companion vedde is the line that prints a wager’s med.
Bokmålsordboka and Nynorskordboka do not print a bli-passive of the stake of satse or of vedde. The passive stays open. It is not copied from betale, where bli promotes the measure and få is out. A prediction, not a citation: if the stake is the object, that object is the candidate promotee, and med on vedde would stay a prepositional phrase.
