Index 2 lists залагам / обзалагам се (Vols. 2, 6). This page heads обзалагам се and keeps залагам as the other Index 2 verb. Речник на българския език (IBL) defines обзалагам се as imperfective, perfective обзаложа се, intransitive, usually with на: to make a wager with someone. The Opponent’s с някого is in that gloss. It is not a full stacked example. The stake in the short quotations is на (на два бияча, and in a longer passage на цяла заплата). The proposition is че. A four-place обзалагам се с Paul на 5 BTC, че is constructed, and the stack is open.
залагам (ЗАЛАГАМ 1) sense 2 is transitive: put in a sum or put up property in a game of chance. Sense 2 also, usually intransitive with на, backs an animal. One quotation has a stake object and на for the side together: залагат лири на някои от кучетата. Sense 4 prints a stake-like object plus че: Залагам каквото щеш, че…. ЗАЛАГАМ 2 is setting a trap or a net. It is a different verb and is not this wager. English bet Paul 5 BTC is not two bare objects.
хващам се на бас occurs inside an RBE citation. It is not the RBE headword and not the Index 2 lemma. It is not promoted to a lemma here.

на is not one head. On обзалагам се the dictionary says the usual preposition is на, and the quotations put the stake there (на два бияча, на цяла заплата). On залагам, на is the animal or the side (залагаше на петли, на някои от кучетата, на белия жребец), and the stake can be a separate object (лири). Read the verb, then the marker.
A passage in the обзалагам се entry contains хващам се на бас and се обзалага на цяла заплата (Т. Монов). The first of those is an attestation inside the article. The Index 2 line remains залагам / обзалагам се.

The gloss is making a wager. The quotations do not say the stake has already changed hands. залагам sense 2 is putting a sum in. That putting-in is the commitment. A later payout is not in the definition.
Structural and oblique
обзалагам се is intransitive. се is the reflexive the dictionary prints with the lemma. The stake is a на-phrase, oblique. с for the other person is oblique and, in the text opened here, lives in the gloss. залагам can be transitive: one object for the sum or the property, and на for the side. That is one structural object plus an oblique, not two bare objects. Full noun phrases in Bulgarian do not inflect a second case the way a Polish dative does. The absence of a second bare object is still visible: the person is not a second noun phrase next to лири in the line that was opened.
On плащам the amount is the direct object and the Recipient is на+DP in the working analysis of that page. Here на on обзалагам се is the stake, and на on залагам is the side. Same preposition, different heads. The person who would come to HAVE money after a win is not an argument the dictionaries print on these verbs.
Passive · open for a wager stake
RBE prints залагам се as passive of залагам. The examples opened under that label are about pledging property (Всичко се залагаше на зелено), not clearly a promotion of a wager stake to subject. That reading stays open. It is not cited as the passive of лири. Older залагам се with за and с is marked obsolete in the entry and is a different use. обзалагам се is already reflexive and intransitive. A further passive of its на-stake was not printed.
